LG ( filed on the year 2001) –vs- Bernardo M. Vergara, Baguio City Mayor and Romeo G. Concio, General Services Officer,  Baguio City , OMB-1-01-0884-J for violation of RA 3019, COA Circular 92-386 and the Rule 35 of the Local Government Code. , OMB –ADM -1-01-0489-J. This case stemmed from the PHP 1.3 M  anomalous purchases of 51 units  Nokia 8890  ( P 26,000.00/per unit)   Cellphones for distribution to favored city hall officials. The issue here  is the cost of the purchase vis-ŕ-vis the features of the particular phone. In fact this particular cell phone  is not even recommended by Smart Telecoms themselves for Philippine use due to he frequenzy picked up by this model which is only 900 / 1900 megahertz and not the 900 / 1800 frequenzy mostly found in Baguio City. Besides on afeature per feature basis there are other phones with the same or even better features but with only 20% of the cost of this phones. A great wonder really how some government officials simply don’t care how they spend the tax payers money.
